John Healey has been licensed in Illinois since 2006 and focuses his practice on information technology, cyber security, privacy, and data analytics. John worked in private practice as an associate at McDermott, Will and Emery, negotiating inbound and outbound license, service and distribution agreements, preparing website terms of use and privacy policies, and advising clients on privacy, data security and breach mitigation. While at McDermott, John earned credentials as a Certified Information Systems Security Professional (CISSP). John then worked in-house at Blue Cross Blue Shield (BCBS), where his clients awarded him the President’s Award for advising the development of products that addressed affordability and access issues in healthcare. John was principal legal advisor for the massive IT infrastructure that processed BCBS insurance claims, negotiating hundreds of license and service agreements annually, resolving contractual disputes and handling incidental matters such as construction build-outs and media buys. At BCBS, John was also principal legal advisor for the aggregation of medical insurance claims for 100 million people, cleansing of the data and supplementing it with licensed demographic data. The data was then used to support initiatives in cost transparency, preferred provider programs, and predictive analytics. John managed the creation of a new business entity to fully utilize the data, and was elected by its Board to serve as Assistant Corporate Secretary to establish internal processes and advise its Board on an interim basis.

Prior to law school, John served as regulatory compliance director for software product developers, successfully delivering products serving medical, pharmaceutical, and manufacturing industries. During law school, John worked fulltime handling system test, security and HIPAA compliance for a SaaS application developer and helped grow the business from a concept supported by angel investors into a mature product with 400 hospital subscribers and over 5,000 subscribing nursing homes and home health agencies. Additionally, he managed due diligence evaluations for funding rounds and ultimately for acquisition.

John’s interests include emerging technologies and efforts to regulate technologies that are not yet fully understood or utilized. In addition to his other assignments at BCBS, John was principal legal advisor to the Innovation Center, negotiating proofs of concept and collaboration agreements to evaluate new technologies and partnership opportunities. John delivered the first presentation on blockchain at the BCBS National Summit, and wrote 3 chapters for American Bar Association treatises on electronic prescribing, electronic medical records and the regulation of biologic products. As a compliance director and legal advisor for innovative organizations, John has enabled his businesses to advance new technologies by providing reasoned compliance advice that manages risks while reaping the benefits of new technology.
